About me


Laurence Carmichael, LLB, LLM, PhD is a  Senior Lecturer  and the Head of the WHO Collaborating Centre for Healthy Urban Environments. The centre brings together expertise relevant to the health and planning agenda within UWE and collaborates with WHO-Europe's Healthy Cities Programme as well as with local authorities and national or European stakeholders and professional organisations in the field. The WHO CC will contribute   research towards the 2017 Ministerial Conference on the European Environment and Health Process, in particular promoting the importance  of cities and local government in delivering the Sustainable Development Goals. 

A law graduate with a PhD in Political Sciences, Laurence started her career focussing on European politics and policies before developing expertise in community engagement and leadership and in the field of healthy planning.

 She currently leads an ESRC seminar series on Reuniting planning and health: tackling the implementation gaps in evidence, governance and knowledge and from February 2016 leads on a Wellcome Trust project "Moving health and sustainability upstream into strategic urban development decision-making" to develop an economic valuation model and engage with the private sector to deliver healthy planning principles. Past projects for instance include reviewing evidence for NICE on Spatial Planning & Health (Integrating health into the planning process) that examined the effectiveness and cost effectiveness of health appraisal processes in use to address health and wellbeing and city evaluation of Phase V (2009- 2013) of the WHO European Healthy Cities Programme. Laurence has given evidence to Parliamentary enquiries, contributed to Guardian reports on creating healthy cities and numerous national and international conferences in the field of "healthy planning".

Laurence has also experience in running workshops in the UK and overseas for various audiences, e.g. study trips for UK directors of public health and sustainability and planning officers to examine examples of sustainable developments in the Netherlands, workshops on healthy planning in Hanoi, and for European local authorities as part of the WHO Healthy Cities Programme. She teaches on undergraduate and postgraduate courses and supervises Masters Dissertations and PhDs.

Area of expertise


Her research interests include health and planning, multi-level governance, urban sustainability, knowledge transfer and role of knowledge in local policies, EU policies and their implementation at national and local levels, leadership and community engagement at local level, comparative governance for planning.


She has carried out consultancy work for various UK agencies and organisations.
