About me
I joined Bristol Law School as Professor of Public International Law in July 2021. Prior to this, I worked at the University of Reading (2006–2021). I have been a visiting scholar at the University of Oxford (2017–2018) and the University of Michigan (2005).
I am the author of Collective Self-Defence in International Law (Cambridge University Press, 2024), The Persistent Objector Rule in International Law (Oxford University Press, 2016 – winner of the European Society of International Law Book Prize 2017), and The International Court of Justice and Self-Defence in International Law (Hart Publishing, 2009 – winner of the Francis Lieber Prize 2010 awarded by the American Society of International Law). I also have edited three book collections, and authored numerous book chapters and articles published in leading peer reviewed journals around the world.
Since 2018 I have been co-rapporteur of the International Law Association's 'Use of Force: Military Assistance on Request' Committee. I sit on the Advisory Board of the Journal on the Use of Force and International Law (Routledge) (having previously served as its co-editor-in-chief for a decade (2014-2023)) and, in 2024, I also joined the International Advisory Board for Legal Studies (Cambridge University Press, the journal of the Society of Legal Scholars (SLS)). I have sat on the Advisory Council for the Institute for International Peace and Security Law (Cologne, Germany) since 2015. My research has been cited by, for example, the Supreme Court of Canada and the UN's International Law Commission. In 2022, I held a British Academy Mid-Career Fellowship and in 2023 I completed a major, funded project for SONAC (UK Ministry of Defence).
I lead the Research in Public International Law (RIPIL) group at UWE.
Area of expertise
Public international law: the use of force (particularly self-defence), customary international law, space law (particularly issues related to planetary defence), the law relating to cyber warfare and nuclear non-proliferation law.
